Enable more Golang-migrated features on live environments

Just like what we did in #186 (closed), we should also enable the Golang-migrated features once this issue is closed: #181 (closed).

Enable the following features:

• gitlab-shell-authorized-keys-check
• gitlab-shell-authorized-principals-check

Enable and test them first on dev, staging, then production.
