Default to JSON logging

We are moving to make JSON the default configured log format for GitLab Shell in 12.0 Omnibus release.

Would we like to make this the source install default as well by changing https://gitlab.com/gitlab-org/gitlab-shell/-/blob/main/internal/config/config.go#L103 ?
