bin/gitlab-shell -> bin/gitlab-shell-ruby change in a minor version

Shouldn't this change cause a major version bump? gitlab 11.4.9 works fine with gitlab-shell 8.3.3, but if we update gitlab-shell to 8.4.3, it breaks gitlab. Or should we not aim for SemVer for gitlab-shell?

Please make sure you have the correct access rights
and the repository exists.
