Add liveness probe to gitlab-sshd

To make gitlab-sshd work in k8s it would be better to have separate liveness probe endpoint exposed by metrics server (web_listener). This probe just should always return 200 http code.

It would allow us to easily check in k8s if gitlab-sshd is alive.
