gitlab-shell 8.1.1 not on master

Nightly builds and the GDK use master, but GITLAB_SHELL_VERSION is pointing at 8.1.1 in CE. We are seeing warnings relating to this.

@nick.thomas I know I asked this before, but do we need to bring in !226 (merged) to master somehow?
