Setting the `arg` value is the correct way, than setting the binding
string. Setting the binding string results in a template something like
this:

```
<gl-form-group
  :description="description"
   description=""
  >
</gl-form-group>
```

Evidently that is handled differently in Vue 2 and and Vue 3.

This is similar to the previous commit, except this doesn't fix a
screenshot test.

Because the `label` slot is being used, `optional` has no effect.

Don't show props as set as empty strings; really, they're not set, which
is subtly different.

This doesn't affect any run time behaviour. It only affects the "code"
for the story displayed in Storybook.

is not used, so let's not maintain it.

BREAKING CHANGE: The GlPaginatedList component has been removed.
Reimplement the component locally if needed.
