This replaces the `position-relative` and `sr-only` Bootstrap utils with
their Tailwind equivalents in `table/helpers/mixin-thead.js`.

This replaces the `text-center` and `my-2` Bootstrap utils with
their Tailwind equivalents in `table/helpers/mixin-empty.js`.

refactor: replace Bootstrap utils with Tailwind in thead mixin
