This adds the dashboards panel component to GitLab UI. This component
is meant to be used within the customizable dashboards shared component.

We will be slowly adding further component logic with future iterations.
We will also be adding more dashboards components in the future,
including
the customizable dashboard themselves.

Renamed the component files from panel to dashboard panel to match the
component name

Renamed tooltip to title popover to be more reflective of what it is

Also removed the validator as it's not necessary

Remove the editing prop entirely and leave it up to the user of the
component to decide when to show or hide the actions dropdown

Replace existing dropdown items test with a map to compare each
part of the dropdown item

Adds a minimum height to the loading state and renames the loading
delayed story

Upgrading `axe-core` caused a new a11y violation to be found in the
`GlFormGroup` stories. We are disabling it temporarily to unblock the
upgrade.
