This Bootstrap component is not in use anymore.

Makes labels in chart legends translatable

- 'GlChartLegend.average': 'Avg'
- 'GlChartLegend.current': 'Current'
- 'GlChartLegend.min': 'Min'
- 'GlChartLegend.max': 'Max'

Fixes the AllSplitDropdownsVariants & AllLegacyDropdownsVariants
stories.
