`@gitlab/eslint-plugin` v22 dropped support for ESLint 8 and now only
exports flat configs. This upgrades the packages and makes the necessary
changes for ESLint to work in the project.

@gitlab/eslint-plugin v22 enables jest/prefer-to-have-length. This
spec landed on main after the upgrade branch was created, so the
merged-result lint job failed on it.

This is the result of running `yarn install` locally. I'm not sure where
these extra dependencies were coming from.
