These components are no longer used. Keeping CSS for now as it is
still used. Will be moved in a future commit.

This change allows charts to explicitly disable
aria by setting it to false. If aria's properties
are not set, it gets enabled by default.

Additionally, it refactors the merging the options
object to make the code more readable.
