This removes some unreachable logic around the `title` prop in the
`BToast` component's implementation. Our custom wrapper around this
component doesn't allow for that prop to be passed. Instead, we
systematically override the `title` slot to render a close button and
actions if needed.

Our custom wrapper around `BToast` always forced the `noCloseButton`
prop to `true` so we could render our own close button. We can therefore
clean this up by removing all of the associated logic from the
underlying component.

Update the specs to reflect the fact that the `title` prop has no effect
anymore, and that we never let the component render its own close
button.

This adds some test coverage for our `GlToast` implementation. We now
test that a toast is properly shown, and that our custom close button
does close the toast.

The dynamic require is a webpack-ism. The dynamic `import()` should
actually be more cross-runtime compatible. At least it makes `rollup` /
`vite` happy per default.
