We should consider upgrading the version of https://github.com/material-extensions/vscode-material-icon-theme we use for file icons. This would solve two issues: - Remove the need to fetch the Kotlin icon directly from JetBrains, which has in the past [failed](https://gitlab.com/gitlab-org/gitlab-services/design.gitlab.com/-/merge_requests/5284), simplifying our build process. - Add an icon for OpenTofu, which [has been requested](https://gitlab.com/gitlab-org/gitlab/-/work_items/585067).
