Add the mini pipeline graph component to gitlab-ui
### Description This is the implementation issue for adding the [mini pipeline graph component](https://gitlab.com/gitlab-org/gitlab-services/design.gitlab.com/-/issues/946) to gitlab-ui. [The discussions are still pending](https://gitlab.com/gitlab-org/gitlab/-/issues/340827) around the proposed updates to the component.
