Update usage guidelines for alerts to ensure consistency

I stumbled upon this today:

I think we should update the alert guidelines for alerts so that:

1. They always use the same width
2. Where they appear (either below the navbar or below the breadcrumbs)
3. Should ideally be limited to one alert per page Moved to a separate issue: #507 (closed)
