Add usage guidelines for the range date picker component variant

A new range date picker component will be introduced in gitlab-org/gitlab-ui#376 (closed), see design proposal in gitlab-org/gitlab-ui!616 (comment 198197820). This could benefit from some additional usage guidelines and having the specs linked.

Let's add a) the specs and b) any useful usage guidelines related to the range date picker component.
