Evaluate merge pipelines

Sometimes we make docs only updates, but expensive pipelines still run. Can we make it more intelligent about which pipelines run, or is that not how it works?

For example, !5395 (merged) did not need screenshot or duo-ui jobs to run but these took a long time.
