Implement a Claude Project for creating prototypes with GitLab UI

Once #3208 is done, we can create a Claude Project that will help users create prototypes with GitLab UI.

Our AI designers create prototypes with Claude to move faster. They prefer Claude over Figma Make because they could do small changes without changing the whole screen, and get html prototype that they could share with the team/users and open on any device.

And Claude doesn't know about our components. So, designers are trying to mimic our UI manually.
