We need more owners of the design system project

For context, see this thread. The TL;DR is, we cannot invite our own design system group to the project, so it cannot be referenced as a code owner, because none of us are owners of the project.

I'd suggest that @chrismicek and/or @paintedbicycle-gitlab and/or @markrian are made owners of the project.

Once we agree on who should be owners, we can ask @stanhu to make the adjustment.
