Refine scoped label tooltip to better display label title

Problem to solve

Users often hover over truncated titles to expecting to view the title in full. When a user hovers over a truncated scoped label- the tooltip always displays Scoped label instead.

User experience goal

Users can view the titles of truncated labels.

Proposal

Replace the Scoped label title with the actual title of the label.
