Create Annotations and Utilities file

Background

Following the new Figma file structure proposed by the foundation team. We need a new file to host annotation and utilities.

What could be included in the file:

• Current useful resources: cursors, accessibility tools
• Annotations
• Design Status bar

This issue

• Create the file in GitLab / R&D / GitLab Product Design / Pajamas UI Kit
• Add a cover
• Create follow up issues to:
  • Add design status bar @cam.x #1827 (closed)
  • Evaluate and migrate existing utilities and annotations currently scattered across files #1828

Requirements

• UI kit maintainers have editor permissions
• File should not introduce circular dependancies
