Complete TODO items in Pajamas Tooltip documentation

The Pajamas Tooltip page has the following sections marked as TODO:

• Add tooltip structure image.
• Update accessibility guidelines.

The aim of this issue is to complete those TODO items. They are different types of content, so separate MRs will be used for each.
