Document filtering alternatives to the filter component

Currently we tend to default to using the filter component most of the time when filtering capabilities are required. The filter component is very complex and comes with certain usability and accessibility problems. It is also somewhat developer-focused.

Things to explore with this issue:

• decoupling filter and search capabilities of the filter component
• documenting alternative patterns and components (and combinations of those) to the filter components so that we have more options to choose from whenever filtering is required
• add guidance for placement of UI elements in filtering patterns
