Integrate Bootstrap (Vue) into Design System

From my understanding, we didn't base our Design System on Bootstrap when it was initiated since discussions were still on about which UI framework we want to move forward with.

Depending on where we are going regarding the Vue-based page format in our Design System, I propose to integrate either Bootstrap Vue or Bootstrap 4 as a UI foundation and refactor the current page areas accordingly.

This would bring responsive support and reduce the need for additional custom CSS in the future.
