FY22-Q3 Foundations KR1.1: Review "unused feature" empty state

Within our empty state documentation, we've identified four types of empty states. In this issue, we will review the unused feature empty state.

Unused feature: Make users aware that a feature is not configured for use.

• Find 2-3 existing examples of the unused feature empty state in the product
• Determine if this type of empty state is a valid use case for the empty state region
• Identify areas of possible improvement by writing problem statements to test during problem validation
