Adds support for releasing packages for Fedora 29

Why was this MR needed?

Please read #3240 (closed), #2626 (closed) and #3697 (closed) for context.

Fedora 29 has already been released on the 2018-10-30

  • Documentation created/updated
  • Added tests for this feature/bug
  • In case of conflicts with master - branch was rebased
