Error building Windows docker image since upgrade from GitLab Runner 12.0.0 to 12.1.0
Ever since upgrading to GitLab Runner 12.1.0 (de7731dd) Windows amd64, I get this error when building a Windows docker image:

In the default daemon configuration on Windows, the docker client must be run elevated to connect. This error may also indicate that the docker daemon is not running.

With the exact same .gitlab-ci.yml and Dockerfile, I can successfully build a Windows Docker image with GitLab Runner 12.0.0 (de7731dd) Windows amd64.
