All Specific Runners are suddenly offline

Gitlab-runner version: 10.1.0 Ubuntu: 16.04

All Specific Runners are offline and unable to pip up build task

Steps to reproduce

1.From 2017-11-10,all our specific runners are offline and unable to restart 2.Try to register runner again, pop error:"ERROR: Registering runner... failed
runner=n7znbaah status=429 Too Many Requests PANIC: Failed to register this runner. Perhaps you are having network problems"

Actual behavior

our specific runners are offline and unable to restart, unable to pip up build task

Expected behavior

Be able to pick up build task
