Document Windows OS Lifecycle Policy

Description

We do not have a fully documented policy describing our approach for supporting versions of Windows.

Proposal

The goal of this issue is to document and implement that policy so that we can provide solid guidance to the community.

An initial list of items that the policy needs to include:

• A section that describes the guidelines for versions of Windows that we will add. The idea here is that we will version that meet a specific criteria (which is to be determined).
• A section that describes when we will add versions of Windows within X time of the version being release.
• A table that includes a projected time for when new Windows versions will be released and when we anticipate adding support.
