Helm install - Tags not being applied from values.yaml

Summary

I have specified tags in my values.yaml file, but when using helm install/upgrade to create a runner and check in the group where the runner was registered the tags have not been applied

Steps to reproduce

## GitLab Runner Image

Actual behavior

No tags can be seen for the registered runner
