Create alpine3.22--latest tags for gitlab-runner-helper images

What

Right now, the gitlab-runner-helper image based on Alpine 3.22 is available under the alpine-latest-<arch>-latest tags, but not under a versioned tag (like previous versions are). This issue requests that the alpine3.22-<arch>-latest tags are created.

Why

Some customers would prefer that a versioned tag is available, to insulate them from issues arising from Alpine version upgrades. One of my large, GitLab Ultimate customers (internal) was asking about this.
