After the job is closed, the next job is pending

Runner configuration concurrent is 1, when I cancel the running job manually or call the API, the job state has been canceled, but it is actually still running, resulting in the next job in the pending state, and the runner error "WARNING: Submitting job to coordinator job failed 403 Forbidden <403 Job is not running> update-interval=0s", may I ask the big guys, can the job not be terminated immediately after canceling, or is there any way to terminate it immediately
