Add arm64 runner helpers for Windows or powershell on Linux

Description

A customer is operating in an environment with the arm64 architecture on Windows. Upon configuring some jobs, they noticed that the GitLab registry does not have:

• Runner helper images for arm64 environments on Windows, nor
• Runner helper images for arm64 environments on Linux with powershell

This creates a limitation for them because they're unable to run pipelines for that environment.

Proposal

Through this feature request, I'd like to propose the addition of these runner helpers to allow users to run their pipelines on arm64 Windows environments.
