Support Windows Base Version 26100

Description

The newly released windows base version 26100 (24H2) is not supported by the GitLab runner.
I have tried to run it using the docker executor and received the following error:

ERROR: Failed to remove network for build
ERROR: Preparation failed: detecting base image: unsupported Windows version: 10.0 26100 (26100.1.amd64fre.ge_release.240331-1435)

Proposal

Add the latest windows version to the supported versions.
