Runner 17.5.0: Pods never become attachable

Summary

With 17.5.0, our builds fail with: ERROR: Job failed (system failure): prepare environment: pod failed to become attachable timed out waiting for pod to become attachable.

Steps to reproduce

Install 17.5.0 (gitlab chart 0.70.0) and attempt any build.

Possible fixes

Downgrade to chart 0.69.0 (runner 17.4.1) and everything works again (as has it for years)
