Create documentation on how to configure Runner on k8s with Gatekeeper read-only root filesystem policy enabled

Overview

Document how to configure GitLab Runner on K8s for when the Gatekeeper read-only root filesystem policy is enabled on the k8s cluster.

The documentation entry can either be included in the troubleshooting the Kubernetes executor docs page, or a new dedicated docs entry can be created.
