Test GitLab Runner on Kubernetes with Karpenter

Overview

Customers are increasingly using Karpenter with GitLab Runner on Kubernetes to ensure efficient CI/CD job execution at scale and specifically for node autoscaling. Today we don't have a point of view on using Karpenter autoscaling in conjunction with GitLab Runner

• Test GitLab Runner on Kubernetes with Karpenter.
• Add documentation to GitLab Runner docs on items users need to be aware of when using Karpenter with GitLab Runner.
