Autoscaling plugin distribution solution

Overview

It’s too hard to install a plugin right now, and even harder if you’re using the Helm chart or a different custom setup. Therefore we need to come up with a packaging solution for the autosclaling plugins.

This is a pre-requisitite to GA.
