Instrument pipeline/job executions with OpenCensus
Description
It would be extremely useful to be able to have detailed tracing of pipelines, their jobs, and the jobs' steps.
Proposal
Instrument pipelines, their jobs, and the jobs' steps with OpenCensus. The exporters could be configured from a file.
I'm not sure how much more detail is needed here.
