Remove experimental from IdleScaleFactor

Overview

IdleScaleFactor was released in 14.6. Since then the feature has been used on GitLab SaaS Linux Runners.

Proposal

Remove the Experimental description from config.go and the IdleScaleFactor strategy docs.
