Gitlab docker runner on AWS EC2 started failing abruptly

Our builds using docker+machine executor started failing abruptly, our machines are on AWS EC2 instances. There were no changes to the gitlab runner or the build pipelines,

Gitlab server is hosted on an AWS instance and following is the config on the server Screen_Shot_2022-04-28_at_12.07.53_pm

I tried restarting the service, recycling the docker tls certs with no luck

docker-machine ls reveals he following error. "Unable to query docker version: Cannot connect to the docker engine endpoint"

Can someone shed some light on the issue, this is breaking all of our pipelines
