Update Go version to 1.18.x

Go 1.18 is scheduled for release in Feb, 2022.

Our %14.9 release is scheduled for 22nd March 2022, which should hopefully provide enough time for testing.

Our upgrade to 1.17 was from 1.13.8 (#28159 (closed)).
