Choco is failling to install packages error 403

Using Windows shared runner, for the last 4 hours my pipelines are failing on choco installation while the same pipeline was working yesterday.

$ choco install python3 --version=3.7.9 -y -f --forcex86

I suspect a problem with the Windows shared runner because the same command is working perfectly fine on a Windows 10 machine.

Take not of the 403 error:

[NuGet] The remote server returned an error: (403) Forbidden.
