After running task is canceled in Gitlab, local runner breaks

After running task is canceled in Gitlab, local runner crashes. And if you want to retry the task, you need to restart the pc or kill gitlab-runner process in task manager and then relaunch gitlab-runner. Runner can't be restarted in services or CMD, showing error "windows could not stop the gitlab-runner service on local computer Error 1053: "The service did not respond in a timely fashion".
