Update github.com/hashicorp/go-version package

Overview

A new version of github.com/hashicorp/go-version is out https://github.com/hashicorp/go-version/releases/tag/v1.2.1 we are currently using 1.2.0.

Proposal

1. Run go get -u github.com/hashicorp/go-version to get the latest version
2. Run go mod tidy
3. Run go mod vendor
