Remove Offpeak settings for Docker Machine autoscaling

As a followup of #5069 (closed) the following config properties should be deleted:

  OffPeakPeriods
  OffPeakTimezone
  OffPeakIdleCount
  OffPeakIdleTime

Any functions with a TODO comment referencing this issue should also be deleted.
