`disable_cache = true` has no effect and reuses old volumes

We stumbled over an issue after updating our GitLab Runner from 12.9.0
to 12.10.1

We have set disable_cache = true
but it seems to have no effect. Before this (version) change each CI job created a new Container with its own volumes. Now the volumes are reused.
In our case we alter the git repository in a non revertible way and leave it that way. Previously this was fine because the container/volume wasn't cached. A new/fresh state ensured that we can perform these actions over again. Now the old, cached, "broken" repository state is used.
We could clearly identify this issue by manually removing the cached volume or downgrade to 12.9.0
again.
