Provide a Docker image to auto-install GitLab Runner on a Google Compute virtual machine

Description

Provide a Docker image to run everything in 1 command.

Background

In issue #21423 (closed) work was completed on a POC for enabling self-managed users the ability to install a Runner to different platforms, AWS, GCP, private cloud with little friction. This issue is one of the follow on next steps from that POC.
