Investigate failure for TestRawVariableOutput and TestBuildSuccess on Windows

The following discussion from !1882 (merged) should be addressed:

Using GetLocalBuildResponse on Windows 1809 didn't help with the timeout. As a result TestBuildSuccess (which is an already existing test) and TestRawVariableOutput which is the new one based on it fail with the same error. Do you think an OK approach is to create a followup issue to investigate this failure on Windows 1809 so we don't block this one and also don't go out of its scope.
