Research spike - Automate install and configuration of Runner for Self-Managed

Description

In order to fully automate the installation and configuration of GitLab Runner for self-managed users, we need to investigate the bundling of Ansible and Terraform in the Omnibus package.

Proposal

This issue is a research spike to validate what's required for this solution.

• For this first iteration the developer should validate the ability to "run one command, and have a GitLab Runner installed on a GCP VM and registered with a target GitLab instance."
